Building Safe Communities from the Inside Out

What is Not On My Watch

School And Community Plan

The Not On My Watch Safety Campaign was born out of an unquenchable desire to establish, maintain and enhance a safe and orderly county one city, one neighborhood, one school, one family and one individual at a time.We recognize the fear, uncertainty, and doubt that continues to encroach upon America’s psyche because of a variety of targeted violent events perpetrated on innocent victims. These acts of violence have become seared in our minds because of the 24/7 news cycle that chronicles the callousness and seemingly random nature of each incident.

Unfortunately, the wave of violent behavior seen on our nightly news doesn’t always capture the complete picture. Not On My Watch is designed to engage the leading agencies in Clark County in Clark County in an intentional, relevant, and sustained effort to make Clark County a safer place to live. However, we have solid leadership in critical areas of Law Enforcement, Criminal Justice, Education, Faith-based, and the Business Community that, if united, could have a dramatic effect on maintaining the quality of life we enjoy and have come to expect in Clark County. Why should we wait until another major tragic event occur in our county before we mobilize to implement policies, safety legislation and a general mindset of community support, love and accountable?

CALL TO ACTION

The call to action from parents, community-based organizations, and leaders around the country is clear: Law Enforcement, School Officials, and City Leaders must do more to counter the senseless acts of targeted violence being perpetuated on the innocent students and citizens of Clark County. Our goal of combining the resources, strategies, and expertise of our partner agencies must lead to ensuring that each student and each staff member on our campuses is afforded the opportunity to learn and work in an environment that is free of violence or the threat of violence.

San Diego educators are actively undergoing crucial active shooter and safety training. NBC 7 is highlighting the Diamond safety team’s training program, which specifically targets school safety measures and effective responses to active shooter situations.

Community Safety Plan FAQ

Why do we need a Clark County Safety/ Security Plan?

School safety continues to be a critical focal point of the effort to eliminate the senseless acts of targeted violence that have become commonplace on our nightly newscasts. We have allowed this shameful act of human behavior to take the lives of the most vulnerable among us. Educators have an important opportunity and must play a critical role in leading and collaborating with partners to positively impact the way our students and staff feel when they engage in the learning process. As a leader in the community, The Las Vegas Raiders Football Organization is in a unique position to support school communities and community partners in taking action to establish and maintain safe and orderly schools and communities in the Clark County region.

The role of The Las Vegas Raiders Football Organization in the “Not On My Watch Campaign” will be to take the lead in developing the collaboration between the partner agencies. The Raiders recognizes and prioritizes the need to create and sustain a countywide culture committed to establishing and maintaining school and community safety on both our school campuses and the community in general. Alumni and Current Raiders will be on hand to support the “Not On My Watch” goal of building safe and orderly schools from the inside out. Students in Clark County will learn the importance of making positive decisions in every aspect of life, including not only saying no to drugs and alcohol but also learning about their negative effects and what to say yes to. Subject matter experts in the area of school safety, drug recognition, targeted violence, bullying, equity, and more will provide dynamic and engaging school assemblies and train school safety teams in the latest cutting-edge prevention, mitigation, response, and recovery techniques and procedures. This work addresses and aligns with the Raiders Foundation Goal 2: Youth Development.

The Safety Plan was developed with research-based literature from FBI active Shooter reports, the Department of Homeland Security, and the results of various commissions formed to analyze the school culture of campuses that were the victim of targeted violence. This information, along with personal experience and training gained in working over twenty-five years as a Deputy Probation Officer and Director of School Safety for a large and diverse school district situated next to a large Military Base, was used as a guide to set the foundation for the plan. In addition, school officials, Juvenile Court and Community School personnel, community partners, non-profit organizations, law enforcement partners, members from the mental health community and city officials, parents, and students came together in a series of collaborative meetings to engage in dialogue regarding the six foundational pillars of the Safety Plan. The collaborative meetings produced conversations that led to the development of cutting-edge procedures, techniques, and new standards in school safety.

How will we measure success?

Research-based assessments along with data from various surveys will be used to evaluate progress in all safety related areas. The goal is to engage all members of society in creating a culture of respect, integrity and inclusion on all school campuses and in every aspect of the community. In addition, Not On My Watch staff will provide training opportunities for schools and districts to use similar tools to assess the current reality of the school or district’s Comprehensive School Safety Plan.

The Safety Plan focuses on establishing safe and orderly communities and school campuses by formally equipping school staff and community partners with the tools needed to execute the vision of a safe and orderly community. This vision includes the activation of an overdue mind shift when it comes to community and school safety. This shift in how we envision and implement safety procedures will have a profound impact on every aspect of county government. Leveraging resources from a variety of partner agencies will allow the vision to flourish. The plan addresses the challenge of changing the hearts and minds of the students and adults on our campuses and in our communities in general. The Safety Plan was also developed with particular attention to school safety reform.

The following four safety priorities will guide the foundational work in establishing and expanding the initial three-year Not On My Watch School and Community Safety and Security work:

Priority 1: Conduct Safety Evaluation for all County School Districts and partnering agencies.

Priority 2: Assist each individual County Office of Education in implementing the Six Foundational Safety Pillars, training Diamond Safety Teams in all districts/ schools, and scheduling Not On My Watch Student Wellness Assemblies.

Priority 3: Identify a County-wide Safety Committee to provide direction and expertise for the county-wide Not On My Watch Safety Plan.

Priority 4: Select and Collaborate with “Not On My Watch ” partner agencies for specific program commitments. These identified commitments will be a critical component of the multi-faceted approach to engage the citizens of Clark County in the challenge of re- establishing a safe and orderly county one community, one school, one family, one person at a time.
